The main function of the Service for General, Legal, and Personnel Affairs is to perform legal, administrative, technical, and all other general tasks required by the Institute, ministries, state bodies, and other institutions. The Service is responsible for drafting the Statute, regulations, and other general acts, as well as proposals for contracts and other documents crucial for regulating various matters related to the Institute’s activities.

The Service for General, Legal, and Personnel Affairs is also responsible for resolving property-related legal issues, monitoring legal regulations, providing legal opinions and interpretations of laws, preparing and submitting applications for entries in the court register and other registers, and cooperating with other employees and researchers in organizing professional and general tasks related to the Institute’s ongoing scientific research activities. Additionally, the Service keeps minutes of meetings of the Scientific and Administrative Council of the Institute, ensures compliance with legal regulations, and manages the implementation of public procurement procedures. It also maintains personnel records, handles administrative personnel tasks, processes incoming and outgoing mail, keeps records of travel invoices, and submits statistical data and other employee-related reports.

Furthermore, the Service for General, Legal, and Personnel Affairs is tasked with ensuring the preservation and storage of the Institute’s archival materials. It is also responsible for the development and proper functioning of the Institute’s information system, including managing and maintaining network servers, and providing application and system engineering support to users throughout various business processes.

The Service for General, Legal, and Personnel Affairs comprises the following units:

  • Section for Quality Assurance and Improvement
  • Library
  • Archives

The Section for Quality Assurance and Improvement is responsible for implementing the Institute’s internal quality assurance and improvement system in compliance with legal requirements. The Library supports the scientific and research activities of the Institute by providing information services to its employees. The Archives are responsible for the preservation and storage of the Institute’s documentary materials.

The Service for General, Legal, and Personnel Affairs employs 11 staff members, including 3 employees with graduate degrees, 1 employee with an undergraduate degree, and 7 employees with secondary education.
