The Governing Council consists of five members. The president and two members are appointed by the Ministry of Science, Education and Youth, one member is appointed by the Scientific Council of the Institute, and one member is appointed by the employees of the Institute.

The Governing Council governs the Institute. It adopts the Statute and other acts, the budget, and the work and development program of the Institute, whose implementation it supervises. The Council appoints and dismisses the Director, decides on the annual financial statement and profit distribution, proposes changes in the Institute’s activities to the founder, and decides on the establishment of organizational units.

Furthermore, the Council grants the Director consent to conclude and sign contracts, makes individual employment related decisions as a second instance body, provides the founder, Director, and Scientific Council with proposals and opinions on specific matters, performs other duties prescribed by law and the Statute of the Institute, and decides on issues not placed within the jurisdiction of other bodies of the Institute by the Statute or other general acts.
